The airport's own list warns that phone and Wi-Fi rentals and SIM sales sit only in the area before departure passport control.
The same list then shows four SIM vending machines before immigration in Terminal 2, so there is somewhere to buy on the side where you arrive. Nearly every counter keeps the same hours, 7 a.m. to 9 p.m.
Three break the pattern: Rakuten Mobile runs 8 a.m. to 8 p.m., the Smart Pickup window in Terminal 3 opens at 6 a.m., and JAL ABC opens at 6:30 a.m. and closes an hour after the last international flight lands.
WiFiBOX, run by Telecom Square, has more than 650 pickup and drop-off points nationwide, including about 50 airports.

On the first floor of Terminal 1's central building, five rental counters stand in a row — AnyFone JAPAN, XCOM Global, J WiFi & Mobile, SoftBank, and Telecom Square — so you can price them against each other without hauling anyone across the terminal.
Most desks at Narita close at 9 p.m., but JAL ABC stays open until an hour after the last international arrival, so on a night you land late that is the desk that can still rent to you.
Terminal 2 has four SIM vending machines before immigration, so you can buy data on the way to passport control instead of hunting for a counter after customs.
Terminal 3 has the thinnest choice, one counter and one vending machine, and only its Smart Pickup window opens as early as 6 a.m., so that is where an early pickup has to happen.

- Ages 0-1The JAL ABC counters — Terminal 1 north wing and south wing on the first floor, and the first floor of Terminal 2 — open at 6:30 and stay open until an hour after the last international arrival, so a flight that slips into the night still makes it (every other counter closes at 21:00). On the second floor of Terminal 2, before immigration, four GPA SIM card vending machines let you buy a SIM ahead of passport control without detouring to a counter.
- Ages 2-3WiFiBOX has no application deadline and can be picked up the same day, in about ten seconds, without standing in a counter line. Terminal 3 has only two options — J WiFi & Mobile, 7:00 to 21:00, and a GPA SIM card vending machine — and the earliest morning pickup there is the Smart Pickup slot, 6:00 to 20:30.

Basics
- Fee: The airport publishes no prices for these counters. The one operator with published Japan rates is WiFiBOX (Telecom Square), which lists Narita among its pickup points: per day, 1,390 yen for genuinely unlimited data, 840 yen for unlimited that drops to 1Mbps once you pass 3GB in a day and resets the next morning, 660 yen for 1GB, 440 yen for 500MB and 300 yen for 200MB.source
- Hours: Terminal 1: the counters in the central building on 1F - AnyFone JAPAN, XCom Global, J WiFi & Mobile, SoftBank and Telecom Square - all run 07:00-21:00. On 4F of the north wing you get XCom Global, J WiFi & Mobile and JAL ABC; on 4F of the south wing, J WiFi & Mobile, Telecom Square and JAL ABC - all 07:00-21:00. JAL ABC on 1F of both wings opens at 06:30 and stays until an hour after the last international arrival. Rakuten Mobile on 4F central is 08:00-20:00. Terminal 2: XCom Global and Telecom Square on B1F, AnyFone JAPAN and J WiFi & Mobile on 1F, all 07:00-21:00; JAL ABC on 1F again runs 06:30 to an hour after the last international arrival; four GPA SIM vending machines sit on 2F before immigration. - Booking: Nothing has to be booked at the staffed counters. The self-service WiFiBOX machines work the other way round: you book and pay on the web first, then scan the QR code on the machine. WiFiBOX has no application deadline, same-day pickup works, and you can return the unit to a different WiFiBOX.source2

Every counter sits before departure passport control, so on the day you fly home you must go before you pass through. Terminal 1 lines five of them up on the central first floor, close enough to compare. JAL ABC's desks on the first floor of Terminals 1 and 2 close an hour after the last international arrival. In Terminal 2, four SIM vending machines stand on the second floor before immigration, so you can buy one before joining the line. Terminal 3 has just one counter and a machine.
