SaveAll three terminals have rental counters, and five stand side by side in Terminal 1.
One desk stays open until an hour after the last international arrival, so a late landing still makes it.

Counters for SIM cards and Wi-Fi rental are spread across all three terminals at Narita: the first and fourth floors in Terminal 1, basement level 1 and the first and second floors in Terminal 2, and two points in Terminal 3. The airport's own notice says that phone and Wi-Fi rental and SIM card sales are only in the area before departure procedures, that is, the public side of the terminal rather than past the gates. The interesting part is that the same list also carries four GPA SIM vending machines on the second floor of Terminal 2, before immigration, so a way to buy on the arrival side does remain.

With kids, here's the plan
On the first floor of Terminal 1's central building, five rental counters stand in a row. All five keep the same hours, 7:00 to 21:00, so you compare them in one spot instead of walking children end to end. On a late arrival, JAL ABC on the first floor of Terminals 1 and 2 stays open an hour past the last international landing. To buy only a SIM before immigration, four vending machines sit on the second floor of Terminal 2. Terminal 3 has just two options, so let the terminal your flight lands at decide where you collect.

Basics
- Fee:The airport publishes no prices for these counters. The one operator with published Japan rates is WiFiBOX (Telecom Square), which lists Narita among its pickup points: per day, 1,390 yen for genuinely unlimited data, 840 yen for unlimited that drops to 1Mbps once you pass 3GB in a day and resets the next morning, 660 yen for 1GB, 440 yen for 500MB and 300 yen for 200MB.■
- Hours:Terminal 1: the counters in the central building on 1F - AnyFone JAPAN, XCom Global, J WiFi & Mobile, SoftBank and Telecom Square - all run 07:00-21:00. On 4F of the north wing you get XCom Global, J WiFi & Mobile and JAL ABC; on 4F of the south wing, J WiFi & Mobile, Telecom Square and JAL ABC - all 07:00-21:00. JAL ABC on 1F of both wings opens at 06:30 and stays until an hour after the last international arrival. Rakuten Mobile on 4F central is 08:00-20:00. Terminal 2: XCom Global and Telecom Square on B1F, AnyFone JAPAN and J WiFi & Mobile on 1F, all 07:00-21:00; JAL ABC on 1F again runs 06:30 to an hour after the last international arrival; four GPA SIM vending machines sit on 2F before immigration. Terminal 3 has only J WiFi & Mobile, 07:00-21:00 (its Smart Pickup 06:00-20:30), plus a GPA SIM vending machine.■■
- Booking:Nothing has to be booked at the staffed counters. The self-service WiFiBOX machines work the other way round: you book and pay on the web first, then scan the QR code on the machine. - The AnyFone JAPAN counter on the first floor of Terminal 2 is open 7:00 to 21:00, and the phone number 080-4586-4680 is answered during the same hours.■
- JAL ABC on the first floor of Terminal 2 runs from 6:30 until an hour after the last international arrival; where the other outlets are fixed at 7:00 to 21:00, only this one's closing time follows the flights.■
- Four GPA SIM card vending machines stand in the area before immigration on the second floor of Terminal 2, so a SIM can be bought before passport control without going round to a counter.■

Every counter sits before departure passport control, so on the day you fly home you must go before you pass through. Terminal 1 lines five of them up on the central first floor, close enough to compare. JAL ABC's desks on the first floor of Terminals 1 and 2 close an hour after the last international arrival. In Terminal 2, four SIM vending machines stand on the second floor before immigration, so you can buy one before joining the line. Terminal 3 has just one counter and a machine.
