Seven rental points are spread across the two terminals, and four of them have staff who can sell a SIM card: one on the first floor of the domestic terminal and three on the second floor of the international terminal.
The other three only hand out and take back routers that were booked before the trip.
Two of those three, both on the domestic side, open whenever the terminal building does rather than at a published time, so do not count on a pickup right at opening or closing.
The airport's free wireless network, NewChitose_Airport_Free_Wi-Fi, reaches both terminals and the building between them.
It is not encrypted, though, so anything where you type in a card number is better sent through a rented router or SIM.

With kidsThe part that matters
Imoto no WiFi is the only desk on the domestic terminal's first floor whose staff can sell you a SIM card, and it shuts for an hour at lunch, 1 to 2 p.m., so if you land at midday you wait until 2 p.m. to buy one here.
The other two counters there only hand over routers booked before the trip, so you cannot sign up on the spot at either one.
The counters here close early, 7 p.m. at the latest among the ones that post their hours, but the prepaid SIM vending machines in both terminals keep selling after that, so you can still buy data on an evening landing.
And if you are on the first flight in, you can collect from Global Wi-Fi's locker in the international terminal from 7 a.m., two hours before its own counter opens.

Counters sit on the first floor of the domestic terminal and on floors two and three of the international one. Staff sell SIM cards at four of them. The Imoto WiFi desk on the domestic side shuts from 13:00 to 14:00, so a midday landing should skip it. WiFiBOX and Anyfone Japan only hand over routers booked in advance. For an early arrival, Global Wi-Fi's locker upstairs in the international terminal opens at 7:00. The free airport Wi-Fi is unencrypted, so keep card numbers on the rented line.
