Naha Airport's official pages list exactly two connectivity counters: WiFiBOX in the domestic first-floor arrival lobby, and GLOBAL WiFi in the international first-floor arrival lobby. There is no official page for a SIM-card window, and the English pages name the same two places as the Domestic Arrival lobby (1F) and the International Arrival lobby (1F). The useful quirk is that you can still top a phone up even when both counters are shut: coin-operated phone chargers sit in three spots, the first-floor arrival lobby, the second-floor departure lobby and the third-floor check-in lobby, each one near an information counter.
