You can enjoy it on a rainy day, but much of the walkway from the entrance gate to the main building has no roof, so bring an umbrella. In rough weather the outdoor areas, such as Wakuwaku Hajimari no Mori and Jabujabu Meguri no Umi, are sometimes closed.
Inside, the resort is kept at summer temperature all year, so a swimsuit or T-shirt is enough, though a few areas run cooler. There are outdoor bathing facilities too, and those are the ones that may close during the winter.
The exhibits are indoors: a mock mine shaft built to feel like descending 600 meters, and a reconstructed coal miners' house from around 1935. Note that the museum closes without notice or shifts its closing time when it snows or a storm warning is issued.
