Azabudai Hills, opened in 2023, is a Tokyo complex of offices, homes and about 150 shops.
A third of its grounds is greenery, and its basement market holds a bakery that only children may enter.
MoreWhat kind of place
Mori Building built Azabudai Hills on hilly ground as a green "town like a public square," using the slopes to plant greenery up onto the rooftops of the low-rise buildings. It opened on 24 November 2023, and today about 320 plant species grow across the site, including an orchard of 11 kinds of fruit trees such as mandarins, blueberries, lemons and apples.
With kidsThe part that matters
The bakery only children may enter, Comme'N KIDS, lets in children of elementary-school age and under, while parents wait outside behind frosted glass.
Through a children's entrance like a secret tunnel, a 3-year-old chose and paid for her bread alone. Outside, the Central Green, a park-like plaza with a stream, has lawns and wide paths for running.
Next door, a small public park adds a big slide and bouldering. Kids shop alone, then run on the grass; with teamLab Borderless and lunch, one family got a solid half-day.
By age0-1 / 2-3 / 4-6
- Ages 0-1The park next door has a cushioned slope that even a 1-year-old can climb safely, and the baby lounge on Tower Plaza's 4th floor has a small matted play space. Free seating areas around the site also suit a restless 1-year-old: one family ate takeout there instead of in a restaurant, and in the evening the seats were so empty that their child could wander at will.
- Ages 2-3At this age, teamLab Borderless, the digital art museum in Garden Plaza B, can go either way, since its dark rooms and sound effects frighten some 2–3-year-olds. Yet one 3-year-old played for 1 hour 15 minutes just in its central sloped room, and about 2 hours across the museum.
- Ages 4-6Comme'N KIDS staff spoke no English on one family's visit, and their children, aged 4 and 6, struggled but managed on their own and came out proud. At the park next door, a 4-year-old kept sliding for 45 minutes until worn out.
By weatherRain, heat, cold
- Rainy dayKamiyacho Station connects directly to the complex, so you arrive dry, though the Central Green and its lawns are outdoors. Instead, indoors, Ogaki Shoten, a bookstore in Tower Plaza (the shopping floors of Mori JP Tower), has a wide picture-book corner with English books and toys for light play.
- Hot dayThe Central Green lies in the shade of the buildings, which one visitor expected to keep it comfortable in summer. Also, on a hot-season weekend the complex works as an indoor escape: one mother who came for that found it quieter than expected, with many families who seemed to be regulars.
- Cold dayThat same shade makes the Central Green very cold in winter, so wrap up for time on the lawns. Still, the plaza has been dressed for the season: in November one visitor saw Christmas illuminations going up there, and a Christmas market was held in 2023, its opening year.

Before you go
- Despite the new buildings, a stroller is slow here: the site sits on hilly ground with many stairs, most escalators are one person wide, and moving between areas means changing elevators, which one site's operator found slow to locate with a stroller, so allow extra time (a guide written at the 2023 opening suggests allowing 10–15 minutes between Garden Plaza and Mori JP Tower). Check the barrier-free route on the official digital map, or bring a baby carrier, which a parenting site's team found easier with the escalators.
- Strollers can be borrowed at the Tower Plaza B1 information counter (10:00–20:00, return by 20:30) for children from newborn to under 22 kg; numbers are limited, they stay inside Azabudai Hills, and you must show ID such as a passport.
- On weekends and holidays around midday, restaurants, teamLab Borderless, popular cafes and the elevators get crowded, and many restaurants are aimed at adults. Pick one with a children's menu in advance and aim for the early 11 o'clock hour or after 14:00, or order takeout through the official app's mobile order (since 24 February 2026, 23 shops also take smartphone orders through Hills Mobile Order) and eat at the roofed plaza by the Mori JP Tower entrance or the Central Green tables, where your own food is fine too. Balcony by 6TH on Tower Plaza's 3rd floor is popular, and one writer strongly recommends booking with children; booking a month ahead, they barely got a 12:30 table on a Saturday in June 2025. In August 2026, one visitor found the 33rd-floor observation floor open to café customers only, with a ¥500 seat charge per adult plus café food and drinks (about ¥2,400 in total for one couple), and the upper-floor cafés of Mori JP Tower (33rd and 34th floors) are closed for private bookings on some days.
- Comme'N KIDS (Garden Plaza C, B1) lets in only children of elementary-school age and under; on one visit it let in one family's children at a time, so the wait can be long; one family put their name down and came back later. On one visit its bread was ¥250 a piece, with a limit of three pieces and ¥10 per bag.
- teamLab Borderless does not allow strollers inside, so leave yours at the stroller area by the entrance; allow 1–2 hours to see it properly, and check its hours and closing days on its own website.
- The baby lounge on Tower Plaza's 4th floor (9:00–21:00, free) has three lockable private nursing rooms that take a stroller and let dads in too, hot water for formula and a microwave, but no staff, so a parent must stay with the child. More nursing rooms are on B1 of Garden Plaza A, C and D and Residence B (9:00–21:00; Garden Plaza C 10:00–21:00), with formula hot water only at Garden Plaza C; a Garden Plaza B1 room had no disposable changing sheets, and one visitor found a diaper-changing stall in the men's restroom.
- There is no childcare drop-off service, and lost children are handled at the Tower Plaza B1 information counter (10:00–21:00). The Central Green lawns allow no ball games, skateboards, tents, chairs, tables or large sheets to save a spot; to sit on the grass, borrow a free picnic sheet at KIOSK LANTERN on the lawn. Outdoor events may change or be canceled in rain, with notices on the official Instagram Stories.
