Chiba is the coastal prefecture just east of Tokyo, and it holds both Narita Airport and Tokyo Disney Resort. You can reach its coast without passing through central Tokyo, which makes it an easy place for your first and last night. It suits families who would rather not face crowds straight off a long flight.

The Kids' Parks are airside, past passport control — exactly where the waiting is, in the stretch between security and boarding, and that is where a toddler can run some of it off.There are three terminals — 1, 2, and the low-cost 3 — in separate buildings. The free shuttle loop takes about 14 minutes between Terminals 1 and 3, 3 minutes between 3 and 2, and 10 minutes between 2 and 1. Walking from Terminal 3 to Terminal 2 with a stroller takes 15 to 20 minutes; there is also a connecting walkway of about 13 minutes on foot, though the airport notes that time does not include reaching the check-in counters. Check which terminal is on your ticket before you plan arrival day.
The piglet race takes entrants from three years old: the field is 3 up to sixth grade, open to any child who can chase a piglet on their own. Lottery tickets are handed out at the Kobuta Stadium from 15 minutes before each race. Usa-Moru Touch, the rabbit and guinea pig session, needs no booking and costs nothing.The piglet race does not take siblings or parent-and-child pairs; the child runs alone. Craft workshops require one adult per child from preschool through elementary school, and payment is cash only. The rental strollers are for children from one month to 48 months (up to 20 kg), so a three-year-old can still ride. Changing seats for diapers are in the ten multipurpose restrooms around the grounds and in the women's restrooms. One family with a 3-year-old and a 1-year-old stayed about six hours, from just after 11:00 to just before 17:00.
On Wanpaku Ball Island, the yellow island is for ages 3 to 5. The Kids Garden in the Hana no Shiro zone has equipment for children up to 3, and on a wet day the indoor playroom at the Hana no Shiro Rest House has a slide. Water play in Niji no Ike runs during Golden Week and from July to the end of September. The mini railway and the mini cars are 100 yen a ride and a boat is 300 yen, for up to three people including infants.Admission is charged from age 4, so this age is still free. Each ride is priced separately, and cashless payment works only for admission and some shops in the park: rides from 100 yen and the 500-yen parking fee are cash, and there is no ATM inside. Rides take their last bookings from 10:00 until 30 minutes before closing, and may cut off earlier when busy. Fuwafuwa, for ages 3 to fourth grade, is currently suspended. Wheeled toys - bicycles, tricycles, kick scooters - cannot be brought in. Strollers rent for 100 yen at the north, south and west entrance gates, and cannot be reserved.
