The building is a department store and a train station stacked together: Matsuya Asakusa takes the basement, first, and third floors, the Tobu Line's Asakusa Station is on the second, and EKIMISE's shops fill the fourth through seventh.
Matsuya closes at 7 p.m., but the floors above it stay open until 8, so the baby room on the fifth is still there after the store below has shut.
When you need the toilet yourself, you do not have to hold the baby on your lap: four of the restrooms have a fold-down seat that holds a child five months to two years old, and two of those are men's rooms, on the fifth floor and the seventh.

If the baby needs feeding or changing in Asakusa, you can do it without leaving the station building: the baby room is on the fifth floor, three floors above Tobu's Asakusa Station.
Inside are two changing beds, a private nursing booth, hot water for formula, a sink, and bags for used diapers, and fathers can use all of it except the booth.
The booth's curtain does not lock — reviewers have reported it broken from 2021 through April 2026 — so flip the tag on it to in use, and the next person will know the booth is taken.
Both the elevator and the escalator reach the fifth floor, though one review found the elevator crowded on a weekend.
Street level is the harder part: head for the ramp in front of the Tobu Line entrance, because the first-floor entrance has stairs and that ramp is the only one.
